The programme provides opportunities for high achieving students to undertake full time undergraduate study in different parts of the world in the priority human resource and development needs of the country. The undergraduate scholarship programme is an integral part of the Royal Government’s long term human resource development programme to address the shortage of human resources in the critical need areas. The programme provides opportunities for high achieving students to undertake ex-country full time undergraduate study in the priority human resource and development needs of the country. As such, based on the national HR requirement and in accordance with the plan target, various undergraduate scholarship slots are implemented annually in professional and generic fields under the RGOB and GOI funding. Initially, the programme was implemented by the Royal Civil Service Commission, which is the nodal agency for all HR development through its scholarship unit housed within RCSC secretariat. However in 2003 as per the recommendation of the Good Governance Exercise of 1999 and in accordance with the directive of the Commission issued during its 171st meeting, the scholarship unit was transferred to the Ministry of Education from the Royal Civil Service Commission. Since then, the Scholarship and Student Support Division of the Department of Adult and Higher Education, Ministry of Education has been implementing and administering the entire undergraduate scholarship programmes. While the total scholarship slots and the budget outlay are approved on a five year basis, its implementation is carried out annually thereafter based on the requisitions received from the two nodal agencies; the Royal Civil Service Commission for the requirement in government agencies and the Ministry of Labour and Human Resources for the requirement in the private and corporate sectors. The undergraduate scholarship programme currently implemented by the Ministry of Education is mainly categorized into three categories; RGOB Scholarships, GOI Scholarships and Ad-hoc scholarships based on the funding source. RGoB Scholarships: These are scholarships under the Royal Government of Bhutan funding implemented both in India and other third countries. The programme includes full scholarship to pursue higher studies in technical and professional fields. The scholarships under this category include scholarships to third countries, Queen’s Endowment for Cultural Studies, Assistance to Privately Enrolled Medical Students (APEMS) and the scholarships to Royal Thimphu College. Ex-Country Scholarships: These are scholarships under the Royal Government of Bhutan funding implemented in the third countries. The programme includes full scholarship to pursue higher studies in courses like medicine, engineering, education and humanities. Queen’s Endowment for Cultural Studies (QECS): The Queen’s Endowment for Cultural Studies is a special scholarship of the Royal Government of Bhutan instituted in 2011 to celebrate the Royal Wedding. The scholarship is implemented in India in cultural studies such as Fine Arts, Ayurvedic/Herbal Medicines, Pali, Music and Sanskrit. Annually 15 slots are offered under this category. Assistance to Privately Enrolled Medical Students (APEMS): Assistance to Privately Enrolled Medical Students (APEMS) is a medical scholarship grant to private medical students initiated in 2009. Annually 15 slots are offered under this scheme for medicine with a maximum of Nu. 300,000. 00 (Ngultrum three hundred thousand) per student per annum annually as the medical scholarship grant towards the tuition cost. Scholarship to RTC: As per the directives of the government, annually 30 slots are implemented at RTC on government scholarships since 2011. The programme includes full scholarships to pursue various courses that are offered at RTC. GoI Scholarships: These are scholarships funded by the Government of India under Project Tied Assistance (PTA) of the Government of India to Bhutan. The programme is implemented in India as per the courses determined by the Royal Government of Bhutan. The program includes full scholarships to pursue higher studies in professional and generic fields. Ad-hoc scholarships: These are unplanned ad-hoc offers, mainly bilateral and institutional scholarship offers. Bilateral scholarships offers are those that are made by various countries/governments based on the goodwill and diplomatic relations. Institutional scholarships are offers made by various institutes/colleges/universities based on the institutional linkages and tie ups in place. All fresh class XII graduates of the year from both within and outside the country are eligible to apply for the scholarships, subject to the following:
For the choice of course, course specific eligibility criteria that are being approved and announced annually will have to be met and the selection done based on academic merit in the immediate preceding BHSEC.
i) Scholarship Announcement: Normally undergraduate scholarship slots for the year are announced towards the third week of January before the class 12 results are declared. The announcement will be made in the print and broadcast media with the details in the Ministry of Education and DAHE websites. ii) Application for scholarships: The application for undergraduate scholarships will be open from 1st to 15th February for a period of 15 days. Applications will have to be made online at www.citizenservices.gov.bt within the given timeframe. iii) Merit Ranking: All applicants whose applications are accepted will be merit ranked and the merit ranking list uploaded in the websites (MoE and DAHE) by 20th of February. iv) Selection Interview: Selection interview for the selection of candidates for undergraduate scholarships will be conducted by the end of February or 1st week of March. v) Admission procedure:

Currently there are 783 ongoing scholarship students, including bilateral scholarships, pursuing undergraduate studies spread across to 15 different countries (Australia, Azerbaijan, Bangladesh, Canada, Cuba, Georgia, India, Maldives, Malaysia, Sri Lanka, South Korea, Thailand, UK, USA, and RTC, Bhutan) out of 172 are from 2019 cohort. From the total ongoing scholarship students, 723 are ex-country and 60 are in-country, of which 331 are under GOI scholarships, 76 under ICCR, 16 ad-hoc bilateral scholarships and the remaining 360 are under RGOB scholarships.
