General Conference Paris 2003

There are 192 National Commissions Member States' representatives to UNESCO's Executive Board and General Conference are often advised by National Commissions in matters relating to the Organization. They are constitutionally recognized focal points for UNESCO’s action in Member states and Associate Members, these bodies form a unique network within the United Nations System as stated in their 1978 Charter, National Commission are the main relays for UNESCO’s work at country level where they assume multiple responsibilities related to aspects of programme execution such as consultation, liaison, information and evaluation.

Bhutan became a member of the United Nations Educational, Scientific and Cultural Organisations (UNESCO) on 13 April 1982. Lyonpo Om Pradhan the then Permanent Representative of Bhutan to the United Nations, signed the original copy of the UNESCO constitutions and deposited the Instrument of acceptance with the Foreign and common wealth office of the United Kingdom in London on the same day.

However, until 1 October 1986, Bhutan remained without a National Commission Secretariat. Sensing the need to establish a Secretariat as envisaged in the charter, Bhutan National Commission for UNESCO (BNCU) was formed on 1 October 1986 under the command of His Majestry the King Jigme Singye Wangchuk.

With the permanent Secretariat the Bhutan National Commission for UNESCO attached to the then Ministry of Social Services, an advisory board was formed under the chairmanship of late Lyonpo Sangye Penjor, the then Minister for Social Services, one Vice Chairman and Secretary General assisted by 6 honorary members.

Today, BNCU is attached to the Ministry of Education under the chairmanship of Lyonpo Thinley Gyamtsho with an Executive Board of nine members. Six of the members are ex-officio.

Functions of National Commission.

 

  1. to advise the member states on all matters relating to UNESCO and its programmes;

  2. to serve as a liaison agency between UNESCO and ministerial, departments, institutions, Organisations and individuals concerned with and working for the advancement of education, the science, culture and information in the member states;

  3. to ensure the active participation of the member states in the preparation, planning, execution and evaluation of UNESCO’s programmes and activities;

  4. to make UNESCO’s aims aand objectives better known, by involving the intellectual and scientific communities in the process of preparation and implementation of UNESCO’s programmes and by disseminating information on them;

  5. to assist the government in the preparation for the participation in sessions of the General Conference and other inter-governmental mettings organized by UNESCO

  6. to foster and develop relations with other National Commissions for UNESCO, particularly with those in the region and to participate with them in joint programmes and studies on matters of interest to UNESCO and to their country and to initiate other activities of interest to the country.

Functions of the Executive Committee

  1. to take decisions concerning the proper implementation of the programmes of the commission between sessions of the  National Commissions Meetings.

  2. To advise the Government on its contribution to the planning, execution or evaluation of UNESCO’s international, regional and national programmes and activities;

  3. To advise on the follow-up by Government bodies of the decisions of recommendations of UNESCO conference and meetings;

  4. To supervise the work and activities of the permanent Secretariat of the national commission and to propose, in consultation with the Secretariat of the Commission, to the Commission Meetings, the programmes and the budget of the Commission;

  5. To secure and supervise the implementation of the decisions, recommendations of the National Commission Meetings and to make reports on them.
