Description

The School Planning and Building Division was established in 1985 to undertake Bhutan’s first major school construction program funded through the World Bank. Under that program, 12 new Primary Schools were established during the 7th FYP and another 12 during the 8th FYP. Subsequently, SPBD has become the central construction unit of the Ministry of Education, undertaking construction works in all school levels and through all donors.

With the decentralization policy, SPBD is working towards strengthening the Dzongkhag Engineering Units through extra staffing and providing technical assistance.


Present Responsibilities

The Ministry of Education’s school construction needs for the 9th FYP is immense. Approximately 26 schools will be built through financial assistance from the World Bank, 10 schools through financial assistance from the Government of India, 12 schools through financial assistance from the Government of Denmark in addition to schools to be constructed through RGOB funding itself. Another request for Grant Aid has been submitted to the Government of Japan which is under process.

Long Term Goal

To foster the creation of a sustainable and decentralized framework for the delivery of infrastructure works through equitable participation by decentralized agencies and the private sector.
