General guiding Policy
All teachers should compulsorily work for a minimum period of 3 years in a remote school in ones service period.
All teachers should teach a minimum of 22 (34 periods) hours a week, all heads of schools 8 (12 periods) hours a week and all assistant/VPs 12 (16 periods) hours a week.
The average size of a class/section is 36 and hence teacher-pupil ratio is 1:32.
There should be at least two teachers in a school irrespective of the size of a school. This is to allow consultation between the teachers while teaching and managing the schools.
Teachers posted in very remote places should be transferred out to a more comfortable place after a minimum of three years.
Placement
of teacher graduates
All fresh graduates should initially go to remote schools.
Fresh graduates with marital cases will be considered case by case except in Thimphu and Phuntsholing.
Special considerations are given to female teachers while placing them in terms of extreme remoteness. We try and place them in pairs if they are placed in very remote schools.
Those who are not happy with the placement can opt to join private or wait untill they are ready for appointment
First time placement will not be entertained in Thimphu and Phuntsholing under any circumtances.
Initial appointment will be done by the headquarter.
The grant of promotion for all teachers and staff will be based on the rules and regulations prescribed in chapter 16 of the BCSR 2002 ( Page 127-138). However, the responsibility will be fixed at various supervisory levels for any kind of failure in submitting the promotion documents in complete form and on time. This means the head of schools at the school level, DEOs at the Dzongkhag Level and the Human Resource Officers at the Ministry level are responsible for informing the employees who are due for promotion and support them to process their promotion on time.
