MINISTRY OF EDUCATION
The
Policy and Planning Division (PPD) is composed of three sections (Policy Section,
Planning and Program Support Section, and Monitoring Section). It is headed
by the Deputy Secretary. Currently, there are seven planning officers (two are
on study leave), and two secretarial staff who support the day-to-day functions
in PPD.
The
Policy and Planning Division (PPD) is responsible for planning, monitoring,
and evaluation of educational plans and programs, and formulation of policy
directives and guidelines.
Initiates
and coordinates development of new education policies and acts based on
current practices and research;
Drafts policy guidelines and national education conference resolutions;
Coordinates the drafting and processing of Ministerial approval for new project proposals;
Organizes annual education conferences and other meetings related to policy formulation.
Planning
and Program Support Section:
Liaises with all the departments and divisions within the Ministry of Education including dzongkhags in formulating annual work plans and budgets;
Liaises with the Ministry of Finance (Department of Aid and Debt Management, and Department of Budget and Accounts) in fund releases for different activities;
Guides departments and divisions within the Ministry of Education in ensuring efficient utilization of resources and successful completion of agreed tasks. Among others, this will involve more coordinated approach and sharing of resources leading towards common or related operations;
Coordinates different donor missions for education projects;
Provides
other coordination functions within the Ministry of Education, including
the organization and follow-up on monthly coordinated meetings.
Monitors the implementation of planned activities to ensure consistency with policies and plans of the Ministry of Education;
Compiles quarterly progress reports;
Collates and provides half yearly, mid term and other reports required by government agencies and donors;
Assesses effectiveness and impact of programs and plans, suggesting changes if necessary for improvement;
Collects
and provides timely statistics for policy analysis, planning and administration.
