Identify in-service training needs of the teachers and decide its
modus operandi

Streamline the development of Human resources to ensure effective
utilization of resources

Implement the INSET programs on quality improvement of teachers for
effective teaching-learning process both abroad and in country according to
the HRD Master Plan of the Education Ministry
-
Strengthen the existing systems by which education staff and
teachers can upgrade their knowledge and skills on a regular basis
-
Maintain a database of capacity building of teachers at the
Dzongkhag and Clusters who have received training and qualification up
gradation/specialization
-
Monitor the impact and relevance of the trainings

Review and plan the
HRD Master plan for the Education Ministry according to change in
priority.

Implement the HRD
plan of the Ministry of Education.

Coordinate the
INSET in country programs (NBIPs, CBIPs)
-
Execute all INSET
Ex country training programs – Planned and ad-hoc programs (also
includes non teachers)
-
Follow-up the HRD
programs assessing the impact, relevance and effectiveness of the
acquired qualifications/training to teaching needs through self and
external assessments and review the HRD Master plan.

Coordinate and extend support to the continuing teacher education
programs

Coordinate and follow-up on the
Teacher Undergraduate scholarship program with the Scholarship
Division, DAHE

Liaise with the
Donor Agencies/ Departments/Divisions/Foreign Ministry/RCSC/DADM/Project
Managers/ stakeholders

Develop
Institutional linkages with Universities in the region and abroad for
relevant trainings/field visits/ short courses/attachments

Coordinate Teacher Education Board Meetings

Build database and
information system on teacher development situation

POLICY ON DEPLOYMENT OF TEACHERS |

PLACEMENT OF
TEACHER GRADUATES |
| |
All
teachers should compulsorily work for a minimum period of
3 years in a remote school in ones service period.
All teachers should
teach a minimum of 22 (34 periods) hours a week, all heads
of schools 8 (12 periods) hours a week and all assistant/VPs
12 (16 periods) hours a week.
The average size
of a class/section is 36 and hence teacher-pupil ratio is
1:32.
There should be
at least two teachers in a school irrespective of the size
of a school. This is to allow consultation between the teachers
while teaching and managing the schools.
Teachers posted
in very remote places should be transferred out to a more
comfortable place after a minimum of three years. |

All fresh graduates
should initially go to remote schools.
Fresh graduates
with marital cases will be considered case by case except
in Thimphu and Phuntsholing.
Special considerations
are given to female teachers while placing them in terms of
extreme remoteness. We try and place them in pairs if they
are placed in very remote schools.
Those who are
not happy with the placement can opt to join private or wait
until they are ready for appointment
First time placement
will not be entertained in Thimphu and Phuntsholing under
any circumstances.
Initial appointment
will be done by the headquarter.
