A. Functions of EMSSD

 

The EMSSD will function guided by the vision and mission which may change as the system of education develops. At the present state of education in the kingdom, EMSSD will be guided by the vision and mission stated below.

 

Vision

 

To be an apex professional division in monitoring and supporting teaching learning processes, curriculum development, training and action research in the field of education.

 

 

Mission

 

To develop, institutionalize, monitor, and provide professional support services to the decentralized monitoring and support services system, carryout action research related to teaching learning processes and educational issues, school management and educational programme, training and curriculum development.

B. Role of the EMSSD

 

The EMSSD is responsible for and will continue to spearhead the development and decentralization of the monitoring and support services system of education for institutionalization. Towards that effort, it will build capacity, develop monitoring tools and establish modalities for monitoring and support services at the dzongkhag, cluster, school and individual staff levels.

 

Therefore, upon institutionalization of decentralized monitoring and support services system, the role of the EMSSD shall be to:

 

o        Monitor the DEMSS system at Dzongkhags and provide support services to institutionalize DEMSS system at Dzongkhags, cluster schools, school level and at individual level.

o        Carry out impact studies and review of decentralized monitoring system,

o         Organise monitoring skills workshops to support the DEOs, Focal Persons and the monitoring personnel, giving them the skills and techniques of monitoring and providing support services.

o         Plan, design, and produce monitoring tools and instruments,

o        Conduct research and evaluative studies on issues of educational concerns,

o         Carry out any ad hoc studies and any other work that are assigned by the Education Directorate and the Ministry,

o         Monitor and provide support services to newly established schools or schools with newly appointed heads, and

o        Present the State of Education Report at the Annual Education Conference.

 C. EMSSD Organogram

Education Monitoring and Support Services Division (EMSSD) is the monitoring body at the centre. A senior educationist with a wide range of experiences heads the division in the system. The staff comprises of a team of officers called Education Monitoring Officers who are recruited from within the system. The directorate is organized as follows.


Organisation of EMSSD at the centre

 

To carry out the responsibilities of the division efficiently, it is important to expand the division to a workable size. The EMSSD’s directorate is required to have four units with a head and a team of EMOs with specialization appropriate to the requirement of each unit. The units are based on the three main areas in monitoring and support services of EMSSD i.e. teaching-learning processes, management of school, and research/ study. They are:

I. Teaching Areas/Unit (with a Unit Head and EMOs specialized in teaching subjects):

 

The Teaching Unit consists of EMOs with specialization in teaching Languages (Dzongkha & English), Science & Mathematics, and Social Studies. These EMOs should have the experiences and expertise in teaching and pedagogy in primary schools, secondary schools, and tertiary institutes or, experiences in curriculum development, or experiences in assessment of student achievement.

 

This unit is responsible for developing teaching-learning guidelines for the teaching force, carry out survey and research related to teaching-learning, monitor teaching-learning processes, support the teaching force through sharing of new knowledge and skills to improve the quality of teaching and assessment of students’ performance, and provide training to the teaching force.

 

II. Management Areas/Unit (with a Unit Head and EMOs specialized in management)

 

The Management Unit is responsible for studying, developing guidelines on management of educational institutions and related matters, monitoring, carrying out surveys and research, supporting the institutions with managerial knowledge and skills of good management practices, and training of heads of educational institutions.

III. Research and Evaluation (With a Unit Head and EMOs specialized in research works)

 

Responsible for coordinating work on research functions of other units, survey and any studies related to teaching/ learning processes and management of educational institutions, publish materials and supply them to the institutions and the administrators in the Ministry.

 

 IV. Administration (with administrative officer and the support staff)

 

This unit looks after the general management of the Division. Its specific responsibilities are:

 

o        Supporting correspondence of the units or sections,

o        Financial management of the Division and its programs,

o        Procurement of equipment and stationery for the units,

o        Maintenance of EMSSD’s properties,

o        Arrangement of logistics for the conference/workshops of the

      division,

o        Welfare of the personnel of the EMSSD as and when need arises.

 

 IV. Personnel of EMSSD

 

 The EMOs are recruited from the successful personnel of the educational institutions: from teaching force, management and agencies like NIEs, BBED & CAPSD either on secondment or permanently. The recruitment has to undergo stringent selection procedures based on specific criteria designed and approved by the Ministry.

V.  Eligibility criteria for the selection of EMOs

 

o  A minimum of 5 years of experience in teaching and/ or 3 years in management of educational institution.

o  Having worked/ working in BBE or CAPSD.

o  Specialist in one of the teaching subjects, management, curriculum development or students supports services.

o  Successful or out standing teaching, management or in any of the students support services of the Education Ministry.

o  Possess sound philosophy in education as qualification or recommendation.

o  Person with analytical mind and making sound judgment.

o  Person of integrity, honesty, frank and able to make sound & informed   judgment.

o  Not hesitant to speak fact and able to write well.

o  A role model, innovative and possess the spirit of experimentation and willing for continued growth.

o  Preference will be also given to DEOs and, Focal persons of the EMSSD.

 

VI. Responsibilities of Head/ Chief of EMSSD

 

o        Over all in-charge of the Division

o        Initiate policy formulation of the Division

o        Preside meeting & lead planning, implementing, monitoring, assessment work of all programs

o        Review monitoring system regularly to bring innovative monitoring system and appraise the ministry on the EMSSD’s innovations and programs

 

o        Analyze the results of monitoring and study/research and recommend the Ministry on avenues for new education policy/ directives formulation

o        Develop responsibility statement for unit leaders and the EMOs in different levels of monitoring system

o        Co-ordinate feed back sessions with the concern agencies of the Ministry

o        Participate in the EMSSD’s programs

o        Evaluate performance of EMOs and other staff of the Division

o        Monitor, carry out survey/ research and support the institutions.

VII. Unit Heads

 

The Units Head will carry out the following responsibilities:

 

o         Co-ordinate planning, ensure implementation, monitor and assess the programs of the unit and compile the reports written by the EMOs of the units

o         Carry out studies related to the units’ work, prepare the materials for publication and supply the same to the schools/institutions

o         Review and develop monitoring tools for the different levels of monitoring system

o         Innovate scientific approaches for quality monitoring and support services of the units

o         Assist the Director to formulate progressive policies for the Division

o         Assist the Director to appraise the Ministry and the concerned divisions of the Ministry on the findings of the EMSSD’s studies and monitoring work

o         Assigned the EMOs specific responsibilities of the units

o         Participate in the EMSSD’s program like any other EMOs

o        Assist the Director on the HRD of the EMOs.

VIII. Education Monitoring Officers

 

The EMOs at the EMSSD are accountable to the concerned unit leaders and work directly under their supervision. They would:

 

o         carry out monitoring and support related program, prepare reports to submit to Unit Heads concerned.

o         participate in the formulation of policies guideline for the institutions, and development of materials to support the institutions.

o         carry out action research related to improving teaching learning in one’s subject or carry out studies in educational issues and provide feedback for improvement.

o        facilitate in-service programs.

 

IX. Monitoring and support services Tools

 

The Education Monitoring Officers from the EMSSD will design and use tools to monitor Dzongkhag and provide professional support services base on the responsibilities of DEOs /ADEOs and the focus each year the Department of Education may decide, apart from the normal monitoring and support services of the DEMSS system, and the studies on educational issues that the division may carry out.
